We have several enabling functions which support the delivery of our front line services in delivering successful outcomes for the Communities we serve. These roles rely on working collaboratively with other internal and front line services to ensure the smooth delivery of services. 

We are always looking at ways to improve our services, by streamlining our processes and systems and reducing our operating costs. We have created a number of shared services with other Councils, for this very reason, ensuring we are improving the experience for our customers, whilst being as commercially focussed as we can be. Staff in shared services can learn, develop and collaborate, on interesting projects and initiatives, bringing their creative and innovative ideas forward to explore as part of a team, whilst delivering an efficient service to residents in Kingston and partnership boroughs.

Customer Fulfilment
The Customer Fulfilment Service brings together many of the day to day administrative support functions from across the Council into one centralised service that serves a number of our different departments, from Adult Social Care to Building Control and Planning, to Housing and supporting members of our Senior Leadership Team.

We are proud of the empathetic and compassionate customer service we offer in resolving issues as quickly as possible, ensuring our customers get what they want where they want it through different communication channels. Our aim is for all of our customers to have a positive experience in their exchanges, using our customer facing platforms with the Council and to make well informed, evidence based decisions.

For roles in Customer Fulfilment we’re looking for individuals with excellent communication skills, an ability to embrace and demonstrate a digital mindset, an ability to multitask, a ‘can do’ attitude and a good eye for detail. You’ll also need to be able to demonstrate flexibility, work collaboratively with colleagues and be eager to drive continuous improvement.

Human Resources and Organisational Development - Shared Service with Sutton Council

HR and OD is all about the end to end employee lifecycle which includes how we attract, recruit and onboard new staff, engage, develop and retain them and manage their departure when the time comes. We have a number of teams with a wide range of career opportunities available behind the scenes, who support our model including; workforce development, business partnering, reward, resourcing, HR systems and data, business development, and payroll and pensions.

Finance - Shared Service with Sutton Council
The Shared Finance Service was established in April 2017 to support all areas of Council business across Kingston and Sutton. We provide strong financial governance and stewardship as well as expert advice and strategic thinking to deliver our financial obligations to our community and service users. We are involved in a wide range of innovative and transformative projects, and help drive the development of strong financial management across the Councils.

With over 130 staff and almost 60 different roles we are a large service that support various service areas of the two Councils. Our teams include:

  • Commercial Finance and Investment
  • Financial Operations and Resident Support
  • Financial Planning and Business Partnering
  • Financial Reporting and Control
  • Insurance, Pensions Administration and Pensions Investment

Some typical roles in this area include the following, which range from entry-level to experienced and management positions:

  • Finance Officers, Income and Rent Recovery Officers, Pensions Officers and Insurance Officers
  • Finance Leads and Senior Finance Leads

Legal and Audit - Shared Service with Merton, Wandsworth, Richmond and Sutton Councils
We are part of the South London Legal Partnership (SLLP) which is London’s first five-borough shared legal service, working on behalf of Kingston and the London Boroughs of Merton, Richmond, Sutton and Wandsworth.

The aim of the service is to deliver a responsive, solution focused quality legal service, which is valued for its in-house knowledge and specialist expertise.

SLLP aspires to be the employer of choice for lawyers in local government with apprenticeship, traineeship and internal development programmes in place to attract and develop new talent. Above all SLLP is a practice where staff experience interesting and varied work, have good opportunities for development and a supportive and flexible working environment.

South West London Waste Partnership - Shared Service with Croydon, Merton and Sutton Councils
We are part of the South London Waste Partnership which is made up of four councils who are working together to provide improved and more cost-effective waste management and environmental services to their residents.

Our goal is to create a carbon-neutral waste management system where waste materials are treated as a valuable resource.

Kingston is the lead Council for the Partnership, with a small team that manages the relationship we have with our commissioned partners. Roles within our team will be advertised on our website and roles with our partners are available to view on each partner’s website (accessible with the link above).
